eCF Alliance prospects on sustainability


The e-CF Alliance project has been a pioneer in connecting the well-known standard framework EN16234, commonly known as e-CF (e-Competence Framework), with the generation of specific courses for its competences.

This exploration of the link with training and education has leaded to a new methodology for transformation of e-CF competences features into learning outcomes and the associated set of assessment evidences.
The best example of the practical implementation of the approach have been the courses developed by partners and checked in pilot learning paths with practitioners who attended them and finally earned their certification diploma.

After collecting opinions from all types of stakeholders through events, workshops, surveys and direct comments (e.g. from participants in pilot training courses), the opinion on the most tangible product of the project, the courses, was very satisfactory in the two cases which collected extensive feedback: the ones for competences B.3 Software Testing and A.6 Application Design.

Satisfaction of attendants in both cases was high or very high in both cases (90% and 83%) so a negative bias on sustainability perception of students is not probable. However, the key point was their attitude towards future opportunities of courses: almost all would attend more courses (95% and 90%), even if they must pay for them (75%).

In workshops with stakeholders, participants expressed their interest in courses designed with EN16234 and ESCO (81%), in attending or recommending attending (70%) or paying for them (47.7%). The prospects for exploiting courses, even considering that contents will be open and free with license Creative Commons BY-SA, are not bad according to these data.
Possibilities of exploitation are not limited to courses but to other related services a) for implementing/teaching courses, platform hosting, providing specialised tutors/teachers b) for preparing personnel of other course providers to teach the courses or c) services for translation into local languages. Other outcomes like the developed methodology and the experience gained by partners open additional possibilities.

However, this promising perspective cannot be separated from the existence of different barriers, challenges and risks which could hinder the evolution of the mentioned services. Among them, we can mention the challenge of updating contents according to the evolution of ICT, the maintenance of platforms for e-learning, the misunderstanding of the frameworks of competences compared to simple low-level approaches of acronyms and brands, the still weak implementation of e-CF in companies, etc. A synergistic effort with other relevant actors (ITPE, TC428, etc.) would be the best solution to such problems.
